World Construction Set (WCS) from 3D Nature (www.3dnature.com) can do what
you want, but it costs around $600.

This probably isn't quite what you're looking for, but if you create a
buffer around your points (something small, like
the radius of the wind-turbine base) - you can do an overlay with the
resulting polygons and have Manifold extrude them
using your height column. This will of course give you cylinders and not
"turbines".
