[Manifold-l] More details on SPCS problem

Further paying with the data has consistently generated these results:

The project consists of an image, imported as a georefed tif and one 
layer from a dwg.  I've tried importing them in both orders to see if 
it made a diff - it did not.

I've tried this procedure using the SPCS Nevada East (NAD27 feet) and 
with a TM projection manually set up to the same 
settings.  Coordinates conform with a USGS topo map, as do zones etc.

When the image is assigned a projection and opened as a component, 
the coordinates at the cursor are correct.

When the buildings layer imported from the dwg are imported and 
assigned a projection, and then opened as a component, the 
coordinates at the cursor are correct and in the range of the image.

If I create a map with only the image, open the map, and then drag 
the buildings onto the map, I get building at a the correct easting 
but approx 40000000 south of where they should be.

If I create a map with only the buildings, open the map, and then 
drag the image onto the map, I do not see the image and the zoom to 
fit only seems to take into account the buildings component.

Does that help anyone with a diagnosis?
