In answer to your questions:
1) no, you do not need 6.5.  Manifold versions are all "self contained".  The "update version" is the same as the
"install version" so to speak.

2) I would advise against using a ghost installation, due to the fact that the serial number and activation keys are
time and machine sensitive; so I'm not sure how a ghost intsallation could work (not saying it can't just not sure how
it would;-).  You should be able to install on the 20+ machines at the same time, you just need to start "activating"
them right after.  Another option for the future might be the network server version that is offered.
