[Manifold-l] Advance access to new update - a technology preview

Linus - FYI I've had a lot of tries to DL the various 7x versions over the
last 4+ weeks, and truncated files is a fact of life for me. I haven't
managed to get the 64-bit build 408 file yet - I retry whenever I'm in town.
Success is expected one day.
