Hmmm.   I am able to reproduce this, so I would say that this is a glitch.  Have you reported it to tech?

  I had created drawings with open line styles (i.e. a transparent 
  background) in V 6.5. They were indeed transparent in that version. 
  Now, in V 7.1.1, they are no longer transparent; there is no 
  difference between selecting a transparent background and a white 
  background in an open line style. Did something change between the 
  versions? How can I get the transparent backgrounds back? I need to 
  exactly match maps I produced at that time and as far as I am able to 
  determine, that is now impossible.

  P.S. Making the layer less opaque simply turns the background of the 
  line a pale shade of the foreground color; not at all what I had 
  expected (and a rather ugly effect, IMO).
