That's not it.

There are reasons to use the same name for saved selections in several different layers. One of these reasons is exactly to have the Transform toolbar handle the objects in these saved selections as a whole.

The Selections pane will some day work for maps, too. The reason it does not work for maps right now is that this is a relatively big engineering item which is rarely requested.
