I don't know, but I remember KlausDE talking about this some time ago.  
I remember that there is an ambiguity with selections names - saved 
selections with the same name are not treated separately - in terms of 
the transform toolbar in a map for example. I guess given that ambiguity 
it makes no sense to have access to the selections - which might have 
the same name in different layers - in a map.
