Select the layers you want to snap to using layer restrictions. If there are many objects in the immediate vicinity of the mouse cursor, give the system some time to close in on the snap target. If the snap target does not appear at all, try clicking the caption of the desired component window to make sure it is active and pressing the Space bar (used to toggle snapping on and off).
