Go for the VMAPO database, the drawings import right into Manifold

Go into the Pop or Political folders and one of the drawings / tables
will have the state outlines. Separate out the AOI into a separate
drawing and create a map, drag in the transport and utility layers
you want, Clip with Interect Transform to eliminate the excess.
