My guess is that it might have to do with performance and 'let's start with something simple and see what the customer wants'.
GeoMedia doesn't support bezier curves in SVG for example, only straight lines. I believe shading isn't supported either. Might also be that these symbols are internally mapped to another format, that doesn't support these items.
Bottomline, it's not that easy to draw a correct SVG symbol for GeoMedia...
Considering the use of text inside an SVG element is nice, but might also be a difficult one, be sure the viewBox settings are correct to get all text displayed.
