Isn't that the "Top Frame Height" under the Settings > Layout Tab (under
sizes)?

Anyone know where (or if) I can set the banner height in WebMap? I found
the Overview map section in framesetup.asp, but didn't see the banner (or
titlebar) section where I can change the numbers...
