It sounds like you want to do conflation. Since the points are coincident,
you might be able to get by with aggregation and update attributes. I've
had good success with that on some instances. Alternatively, there's
always the conflation functionality in GM Fusion. It's obviously a
cost-based item, but it rapidly turning to be one of the best "all round"
GM products out there. They're rolling a heck of a lot of functionality
into the product - especially if you acquire data routinely from various
sources and need to do more advanced data cleanup or if you need to do
conflation.

How can I get some of the attributes of one data set to replace the
similar but incorrect attributes from another dataset?

 

The points are coincident.
